The focus of the country background reports is on the aspects of teacher policy that deal with how to attract, recruit, develop, and retain effective teachers. The report has the following four objectives: to synthesize relevant research, to identify innovative and successful policy practices, to facilitate exchanges of lessons among countries, and to identify policy options. The U.S. background report is organized into six chapters, corresponding to the common framework set by the OECD Directorate for Education, Employment, Labour and Social Affairs, Division of Education and Training.
