The Ohio General Assembly is considering a bill that would require school districts to report to the state's department of education when teachers are either fired or forced to resign. The bill is designed to discourage districts from "passing the trash," a term used to describe districts' failure to report bad teachers to the state, which enables them to more easily find work in other Ohio districts. Unfortunately, the bill misses the real problem that school districts simply must begin to address: most weak teachers are passed around within a school district, neither fired nor forced to resign.
