Teachers complained that they had too many duties that distracted them from planning their lessons, collaborating with other teachers, and providing one-on-one instruction. Non-educational burdens such as cafeteria duty and cumbersome paperwork, when added to other concerns such as class size, may be the cause of North Carolina s 13% annual teacher turnover rate.
