Finance Project (TFP), a nonprofit organization based in Washington, D.C. that "develops and disseminates information, knowledge, tools and technical assistance for improved policies, programs and financing strategies," has just released a report that serves as a useful primer on changes, debates and delivery of professional development (including pre-service). TFP is engaged in a variety of initiatives to improve professional development (including a website, a forthcoming report contrasting professional development in education with other fields, and a collaboration with a team from Stanford to address the preparation and training of principals) in an attempt to take on the challenge that has thus far proven insurmountable.
