Last week's Houston Chronicle looks at the practice of spanking or paddling unruly students. We were surprised to learn that only 28 states have banned the practice in public schools and according to the Ohio-based Center for Effective Discipline, 75,000 students were paddled in the state of Texas alone in 2000.
