Two weeks ago we reported that 94% of teachers in North Carolina had qualified for bonus pay under the state's ABC accountability system. That was good news in terms of achievement but bad news for those trying to pay the bill as the total cost came to $140 million instead of the projected $96 million. The state has come up with the $44 million by a stealing from various Peters to pay Paul--such as appropriating $11 million from a fund that had been earmarked for students whose test scores were below grade level.
