Shannon serves as NCTQ’s Chief of Policy and Programs. Prior to joining NCTQ, Shannon has held several roles as a state education agency director, district leader, university program manager, and classroom teacher. She holds a M.P.A. in Education Policy and B.A. in History Education from the University of Delaware.
